Embilipitiya paper mill was commissioned in 1987 with a production capacity of 15,000 MT per annum. The main products manufactured by the mill were fine grades of paper such as Writing & Printing papers, Offset printing papers, Typesetting & Duplication papers, Manifold, and  Cartridge papers.

The GOSL now wishes to partner with an investor to revive the Paper mill to run as a profitable venture.
